Definition of Terms

At this website, we used simplified expressions for complex legislative terms so that everything is clear and understandable. Below we list an overview of all terms used with the equivalent precise legal phrasing.

Do you need to know the exact wording of the law?

Throughout the edalnice.cz website, we use informal terms and names that make the content clearer. The exact terms are defined by Act no. 13/1997, on roads, both in its version as in force until the end of 2020, and in the amendment , which will become effective on 1 January 2021. Authorisation code
means the group of numbers and letters listed on the Confirmation of Payment (Receipt). It is possible in the E-shop to change the Vehicle’s licence number plate in the Vehicle Registration once and to change the beginning of the Electronic Vignette Validity once, before the beginning of the Electronic Vignette Validity.
Authorised conversion
means the complete conversion of a document from paper to digital form, or the complete conversion of a digital document into paper form. A document created by performing a conversion has the same legal effects as the document whose conversion created the output in accordance with Act no. 300/2008, on electronic transactions and authorised conversion of documents, as amended.

Distributor / Supplier
A person authorised by the State Fund for Transport Infrastructure to collect the time-related toll (vignette) in accordance with Section 21a(1) of Act no. 13/1997, on roads, as amended from 1 January 2021.
Type of Vignette
means the distinction of the Vignette in accordance with Sections 21(2) and (3) of the Act on Roads, i.e. a distinction according to the time period for which the Vignette may be paid, the type of Vehicle for which the Vignette is paid and the amount of which is determined by the implementing legislation for the Act on Roads.
Eco price
means the Vignette’s price, if it concerns a Vehicle powered by natural gas or biomethane in accordance with Section 21(3) of the Act on Roads, the amount of which is determined by the implementing legislation for the Act on Roads.
Electronic Vignette
means a paid Vignette for a Vehicle, the licence plate number of which has the payment recorded in the Vehicle Register for the period of use of the toll road by this Vehicle in accordance with Section 2 of the Act on Roads.
Electronic signature
means a recognised electronic signature with a guaranteed electronic signature based on a qualified certificate for electronic signature or a qualified electronic signature in accordance with Act no. 297/2019, on trust services for electronic transactions, as amended.
Email
means an email address.
E-shop
means a remote access tool for the payment of a Vignette by non-cash transfer from an account maintained by a payment service provider to the relevant SFDI account in accordance with Section 21a (3) of the Act on Roads and the implementing legislation for the Act on Roads, via remote access at www.edalnice.cz.
Vehicle Register
means the Vehicle Registration information system in the Vignette system in accordance with Section 21c of the Act on Roads. The Vehicle Register in the Vignette system is an information system in the public administration, managed by the SFDI.
Electronic Vignette information system
means the Vehicle Registration information system in the Vignette system, in which, after payment of the Vignette in relation to a specific Vehicle, a record will be made of Electronic Vignette Payment for this Vehicle.
To buy an electronic highway sign
means to pay the Vignette (time-related toll) in accordance with Section 21a(2) of Act no. 13/1997, on roads, as in effect from 1 January 2021.
Owner
means the person entered in the Register of Vehicles who owns the Vehicle.
Notification
means the possibility to set a notification about the approaching end of the Electronic Vignette’s Validity.
Point of sale
means a place where a Vignette can be bought in relation to all types of Vignettes. A Point of Sale is listed in the List of Points of Sale.
Exemption
means a road motor Vehicle fulfilling the conditions for Exemption from the payment of a Vignette (time-related toll) for the use of a toll road in accordance with Section 20a of the Act on Roads.
Notifier
means a natural or legal person requesting a change of a licence plate number in the Vehicle Register or a refund of a paid Vignette, submitting a Notification of Exemption or Notification of lapse of the reason for Exemption or exercising their rights regarding the processing of personal data.
Vignette validity
means the time period for which Vignette Payment was made in accordance with Section 21(2) of the Act on Roads.
Payment confirmation (Receipt)
means the SFDI’s confirmation of the Vignette Payment (i.e. Electronic Vignette receipt) from the Vehicle Register, containing the requisites in accordance with Section 21a(4) of the Act on Roads and its implementing legislation.
Operator
means a person registered in the Register of Vehicles who does not have to own the Vehicle, but with the consent of the Vehicle Owner actually uses and operates the Vehicle, pays the costs of its operation, etc.
Self-service kiosk
means a Point of Sale enabling the payment of a Vignette by non-cash transfer via a self-service vending machine in accordance with Section 21a(3) of the Act on Roads and its implementing legislation. The list of these Points of Sale is available by remote access at www.edalnice.cz.
List of Points of Sale
means the list of all Points of Sale available by remote access at www.edalnice.cz.
SFDI
means the State Fund for Transport Infrastructure with its registered office at Sokolovská 1955/278, 190 00 Praha 9, Data box ID: e5qaihb, electronic filing office: epodatelna@edalnice.cz.
Licence plate number
means the licence plate number assigned to a Vehicle.
Vignette payment
means the payment of any type of Vignette (time-related toll) in relation to exactly one (1) Licence plate number by means of the cash or non-cash payment system at the E-shop, Point of Sale or Self-service kiosk.
Officially certified signature
means a signature whose authenticity in the document is verified by an administrative authority or a person authorised to do so.
User
means a natural or legal person paying for a Vignette (time-related toll).
Vehicle
means a road motor Vehicle in accordance with Section 21(1) of the Act on Roads, with at least four wheels, the maximum permissible weight of which is not more than 3.5 tonnes and which has paid for a Vignette or is exempt from its payment for the period of use of the toll road.
Act on Roads
means Act no. 13/1997, on roads, as amended, as in effect from 1 January 2021.
Toll roads
means toll sections of motorways marked with a traffic sign indicating that it is a toll road, the use of which by a specified type of motor Vehicle is subject to a time-related toll in accordance with Section 20(1) of the Act on Roads.
